Sorry to appear to be bumping but this is proving a major head scratcher.

I've tried having a clear-out and starting everything one by one... no
obvious problems with rpcbind or nfs-common.

nfs-kernel-server now fails as follows:

(after printing my exports as always)

Starting NFS kernel daemon: nfsdrpc.nfsd: writing fd to kernel failed:
errno 13 (Permission denied)
rpc.nfsd: writing fd to kernel failed: errno 13 (Permission denied)
rpc.nfsd: unable to set any sockets for nfsd
 failed!
invoke-rc.d: initscript nfs-kernel-server, action "start" failed.

I'm still effectively no further on.
