Stuck with Nettrom 2.1.16

How strict is the requirement to upgrade Nettrom on the netwinders?
One of ours "still"[1] has 2.1.16, but somewhere during the rc scripts
it kernel panics so I cannot login to reflash it.

Is there any chance of booting into a debian install image anyway?

[1]  We even have two that are still on 2.0.4, but at least they boot.
