Bug#289289: apache2-doc: needed /etc/init.d/apache2 restart to get the http://localhost/manual/ working

IMHO the package should be working after installation. I needed to run
/etc/init.d/apache2 restart to get access to http://localhost/manual/

I think this should be handled by a postinst script or someting similar.

I am not a apache guru (and therefor   need apache-doc package), so
maybe something with apachectl would work as well from a postinst
script.
