I doubt that a Debian pacakge exists for the apache module - so you'll need to download the source from the website:

http://www.maxmind.com/geoip/api/mod_geoip.shtml

and compile it yourself.

You'll need to install the libgeoip-dev package to be able to compile and it uses that library.
