Bug#233538: apache: dotfiles not skipped, scanning /etc/apache/conf.d

Restarting Apache doesn't work while editing a configuration file in
/etc/apache/conf.d:
 
# /etc/init.d/apache reload
Configuration syntax error detected. Not reloading.
  
Processing config directory: /etc/apache/conf.d
 Processing config file: /etc/apache/conf.d/.ess.swp
Syntax error on line 1 of /etc/apache/conf.d/.ess.swp:
Invalid command 'b0VIM', perhaps mis-spelled or defined by a module
not included in the server configuration
 
=> Please skip dot files.
 
While you're at it ;-) please also skip files matching '*.dpkg-*'.
