Why are you trying to compile it? On both my AMD64 installations - sarge
and etch - an apt-cache search libdvdcss shows:

libdvdcss2-dev - Simple foundation for reading DVDs - devel files
libdvdcss2 - Simple foundation for reading DVDs - runtime libraries

You can install it from the archives and then use totem to watch DVDs.
