Not quite.  You also need the 64 bit linker.  Just create a symlink
from /lib/ld-linux-x86-64.so.2 to your $chroot/lib/ld-2.3.2.so if you
have a 64 bit chroot already.  And then include $chroot/lib and
$chroot/usr/lib to your /etc/ld.so.conf.

Maybe it is just enough to install the amd64-libs package.  I don't
know which libraries it contains, but at least it should create lib64
directories, install the linker and take care of /etc/ld.so.conf.
