I'm not sure if this would help, but the powernow-k8 that I am using here is a 
later version ("version 1.20.08b - March 20, 2004") which I found out about 
on Ted Kisner's install report for amd64 on the compaq-r3000.  The .c and .h 
files for this version can be found off the page at

Quotomg his page: these files "replace the powernow-k8 files 
in /arch/i386/kernel/cpu/cpufreq/ with a newer version found here: 
(powernow-k8.c) (powernow-k8.h) These files will let you control the CPU 
frequency using the ACPI interface, which is necessary since the BIOS 
frequency tables are broken"

This requires re-compiling the kernel yourself, of course.  Hope that helps.
