Yes, it's bogus. I'd expect every binary to trip that warning on alpha.

The __register_frame_info "problem" stems from compiling glibc with egcs, this is not really an issue on alpha since the whole system is compiled with egcs anyway. The problem was only an issue for i386, lintian should not run that check on anything but i386 (and even there is is braindamaged).
