One of it's dependendies might not be installable. Requires something like

apt-get install libartsc0-dev
receive error about something.else not going to be installed because it's
not there, or depends on yet-something.other
apt-get install something.else
...

until finding the actual culprit.

Wish apt-get would be more specific about failures, but that's what we
have.
