iso_8859-$i.7 manpages - encoding problems

Working on the translation for i=1,2,3,4 I wanted to produce a German 
version for the
latest manpages (3.32-0.1) with po4a-translate. My system is Squeeze.

But for some reason I did not succeed.

* The encoding of the originals is unknown, the PO files are UTF-8:

$ for i in `seq 4`; do file ../source/iso_8859-$i.7; file 
iso_8859-$i.7.po;  done

../source/iso_8859-1.7: troff or preprocessor input text
iso_8859-1.7.po: UTF-8 Unicode English text

 same for the remaining three

* There are non-ASCII characters in the input at various line:

$ for i in 1 2 3 4; do po4a-translate -f man -m ../source/iso_8859-$i.7 
-p iso_8859-$i.7.po -l iso_8859-$i.7.de; done

po4a: Der Zeichensatz des Eingabe-Dokuments konnte nicht ermittelt 
werden. Bitte geben Sie
      ihn auf der Befehlszeile an. (Nicht-ASCII-Zeichen bei 
../source/iso_8859-1.7:77)

  ....

* Except for number 1 It is not ISO-8859-$i:

$ for i in 1 2 3 4; do po4a-translate -f man -m ../source/iso_8859-$i.7 
-M ISO-8859-$i -p iso_8859-$i.7.po -l iso_8859-$i.7.de; done

Die Übersetzung von ../source/iso_8859-2.7 wird verworfen (nur 56.06% 
übersetzt; brauche
80%).
Die Übersetzung von ../source/iso_8859-3.7 wird verworfen (nur 27.41% 
übersetzt; brauche
80%).
Die Übersetzung von ../source/iso_8859-4.7 wird verworfen (nur 61.24% 
übersetzt; brauche
80%).

* It is not UTF-8 as well

$ for i in 1 2 3 4; do po4a-translate -f man -m ../source/iso_8859-$i.7 
-M UTF-8 -p iso_8859-$i.7.po -l iso_8859-$i.7.de; done

Die Übersetzung von ../source/iso_8859-1.7 wird verworfen (nur 26.71% 
übersetzt; brauche
80%).
Die Übersetzung von ../source/iso_8859-2.7 wird verworfen (nur 26.51% 
übersetzt; brauche
80%).
Die Übersetzung von ../source/iso_8859-3.7 wird verworfen (nur 27.41% 
übersetzt; brauche
80%).
Die Übersetzung von ../source/iso_8859-4.7 wird verworfen (nur 25.58% 
übersetzt; brauche
80%).
