Bug#708820: blends-dev: Creates empty maintainer scripts

Package: blends-dev
Version: 0.6.16.2
Severity: normal

The rules file somehow ends up with empty maintainer scripts in many
packages. In fact, looking at [1] one could say that it is the primary
culprit.
