I'm sorry to inform you that Neskie Manuel passed away in 2011 [1]. I'm sure that Neskie would have wanted his work to have a free license. However, I'm merely an acquaintance and don't have any legal standing.I don't know how this can be moved forward, but at least now you won't be waiting for a response from Neskie.
