Bug#666728: in ia32 compat mode, ktimer_create etc return ENOSYS

When running ia32 binaries using an amd64 kernel using the compatibility layer,
ktimer_* kernel calls return ENOSYS.
My patch for timer_* support in glibc will be able to fallback to the generic
implementation when this is detected. However, the improvements won't be
available on setups that suffer from this limitation.
This bug is present in all versions of kFreeBSD up to 10-CURRENT.
