GitHub changed the way the "releases" page work; it used to also show
tags, but it now only shows actual GitHub releases. Fixed.
> Is the meson version specification really needed?
Older Meson versions are not supported by vixl, so I believe it should
be there. I know that Meson versions older than 0.49 are only present
in Debian stretch, but I like to be explicit. Does it cause any harm?
