The package purpose is to take those sound files, process them, and
outputs them. The package works, in the sense that you can install it
and run it, but you are only going to have any functionality from it.

No, and it doesn't have other cue of where to find those files apart from
the README.Debian.

I have just talked with upstream, and their stance is that they don't
want to promote any data kits over the others, nor make the (incorrect)
impression that some data kits are the "official" ones. They are trying
to foster the community into creating more data kits, and possibly
having a community repo of all the kits.

With that in mind, they have friendly shared their opinion that they
don't think making downloader packages is a good idea. I have to say
that I fail to see a downcoming of having downloader packages.

Good suggestion :). I have talked with them on #debian-multimedia, and I 
will follow their channels to have them sponsor this package.
