PROPOSAL V3: Mount points for CDs, floppies and alien OS partitions.

The discussion in the mailing list seems to be settled now.
So I tried to summarize which leads to the new proposal Version 3:

PROPOSAL for the File Hierarchy Standard

Mount points for CDs, floppies and alien OS partitions. (V3)

1.There is no consensus about standard locations for mount points
  for cdrom, floppy etc.

2. Still there is a problem: If one application mounts removable
media on /mnt (which was a standard mount point in diverse UNIXes)
this will make mountpoint as /mnt/cdrom invisible.

o ISV applications must not rely on the existence of mount points
/mnt or /mnt/<whatever>. ISV applications must not use the
directories /mnt or /mnt/<whatever> as mount points.

o If an ISV application has to mount removable media,
it is recommended to make a temporary directory under /tmp.

o Local sysadmin and Distributors/System vendors are not restricted
   where to mount removable media.

o There could be a lsb tool to query where the "1st floppy",
"first cdrom" device and mountpoints are, but THIS IS NOT
   PART of this proposal.
