Please read up on what that means in detail! (You are on a good way as you haven't just blindly executed it and instead asked here, but maybe try searching a little harder next time). btw: Many, including apts manpages are available in different languages, perhaps also yours. If not, working on translating man pages is a very good way of getting to know the program(s) in question. Even if they are, they might benefit from your contributions……… just saying. Personally, I would advice to do "apt autoremove" instead, verify that you haven't accidentally lost packages important for you, and if you are perfectly sure about that run "apt purge ~c" (and check again).
