Debian is not a FIPS certified platform, nor has it been tested
on kernels with the FIPS flag enabled. As such, there will be
plenty of bugs like that in a stable release.

If you want to work on a Debian that runs on FIPS kernels, by 
all means, you are free to work on that for future versions. I
do not think however that people will be very agreeable to NSA
cryptoscams.
