python-apt branches converted to 2a format
I just converted the python-apt repository to bzr's 2a format. This
repository format is not supported by the version of bzr in stable; the
minimum required bzr version seems to be 1.16.
We maybe should do this for APT as well, since the 2a format is more
efficient than the current pack-0.92 format. Any objections to such an
upgrade?
