Bug#476689: [debian-archive-keyring] Downgrading dependency of gnupg causes failure to cdebootstrap minimal chroot

Is anyone interested in fix this this bug?

It has been bounced around the BTS, is incorrectly marked as "wontfix" after
the last forcemerge, and no response to last suggestion a few days ago.

To reiterate:
The downgrade of dependency of gnupg to recommends causes problems because
apt cannot handle this situation gracefully (as shown by waldi). The dependency
should be reinstated until such a time apt has adjusted.
