Bug#169097: apt: Regarding breakages: Load small notes from main site?

Regarding the recent breakage due to libstdc++2.10-glibc2.2
it would be nice if apt could download a notes file (eventually
containing some "hold" statements) and display these warnings to the
users.
As long as the file is kept small it could be loaded from a smaller set
of servers (and updated much faster!)
I think of some statement in /etc/apt/sources.list like
notes http://www.debian.org/debian/ unstable main
which could then contain a note like
"Don't upgrade libstdc++2.10-glibc2.2 - it will break lot's of stuff"
(eventually also containing a parseable line like
"avoid: libstdc++2.10-glibc2.2 (= 1:2.95.4-12)"
which could be used to prevent apt from upgrading this package)
Maybe this could even be realized as an apt plugin.
