I am sorry, I am not sure I understand. Are you saying you don't want
to have something specific to Packages, as you think Package will get
obsoleted by something else? What would obsolete the Packages file?
I think a general option, eg: prefer_uncompressed_index_files, would
still be useful, even if it isn't supported in the long term.

What do you mean here? A proper rproxy back end to apt-get?
rproxy has been packaged for Debian, you can just use it instead
(admittedly it seems to have a bug that prevents it from being used on
big files served with apache though).

I am not sure I see the problem though with it being "non-general".
