Bug#71664: IPs as opposed to domain name

Can I use slink's APT to upgrade to potato?

The release notes tell me to specially go and download the new apt and
dpkg before I continue with the process.

It does. But it doesn't work for apt once I upgrade.

As such, we should provide IPs for people to stick into
/etc/apt/sources.list rather than providing them domain names that won't
work anyhow.
