Bug#51175: don't complain about installation candidates on removal

I received the following interesting error when pruning my installed
package tree:

{-}[0]/tmp perv# apt-get --purge remove mysql-base
Reading Package Lists... Done
Building Dependency Tree... Done
Package mysql-base has no available version, but exists in the database.
This typically means that the package was mentioned in a dependency and
never uploaded, has been obsoleted or is not available with the contents
of sources.list
However the following packages replace it:
  mysql-client mysql-client mysql-gpl-client
E: Package mysql-base has no installation candidate

I don't need mysql-base to have an installation candidate; being a
removal candidate is just fine.  :)
