As a stopgap measure for #1066382, xserver-xorg-nouveau currently
disables -Werror=implicit-function-declaration via
DEB_BUILD_MAINT_OPTIONS=qa=-bug-implicit-func.  This is obviously
undesirable and should be reverted if possible.

It seems to me that this requires wfbScreenInit to be declared
unconditionally in /usr/include/xorg/fb.h, see #1066966.
