Bug#1015848: Salvaging xmlstarlet

Control: retitle -1 ITA: xmlstarlet -- command line XML toolkit

I stumbled across this bug when I needed xmlstarlet for editing .gir 
files. I intend to adopt it and get it into better shape as it is now.

Since there is no upstream development anymore I'll focus on the following:

- Migrating the repo to salsa

- Updating the package to the latest packaging standards

- Fixing lintian and build errors
