OK, forget all the r-cran stuff for the moment.
The current version of libpq5 is:

  $ dpkg -l | grep libpq5
  ii  libpq5:amd64      13.9-0+deb11u1  amd64  PostgreSQL C client library
  $ 

and you don't have libpq5 installed, so what do you get from this?

  # apt-get install libpq5

If that fails, I think we need to see your /etc/apt/sources.list
and anything in /etc/apt/sources.list.d/*
