I want to disable RDRAND RDSEED VAES AES-NI via OPENSSL_ia32cap.

Which parameters do I need to set in which file to apply theconfiguration system wide?https://www.openssl.org/docs/man1.1.1/man3/OPENSSL_ia32cap.html

How can multiple variables applied systemwide and how can this be testedafter reboot?
