man apt.confits the configuration for apt and can set all kinds of preferences for apt. the APT::DefaultRelease "sarge"; line forces apt to stay within the release "sarge" without you specifying on your apt-get install <package> line. you can set all kinds of things in apt.conf including the size of the cache, whether to pin a package at a certain release and so forth.
