Normally, to use X over the net, you run an X server on the PC where you
want the input/output to happen (the Windows PC in your case). You
could install Cygwin (http://cygwin.com) and XFree
(http://x.cygwin.com) on the Windows PC.
Another way is to set up a vnc server on debian machine and use a vnc
viewer on the windows machine.
