I played around a little bit more as I am travelling by train and have some time. I figured out that the problem is solved when I delete `/home/martin/.texlive2022/texmf-var/web2c/pdftex/pdflatex.fmt`. Maybe those caches should be deleted or regenerated when updating texlive?
I did not have a look at the policy, but I guess I'll get an RC bug, when my postinst scripts start fiddling with the data in /home. I'm wondering how the format files comes into your homedir. Did you run fmtutil as non root user at any time?
