Ahhh, because it was a Debian report ... which does not support package
level deps.

I guess I will move (only in Debian) letltxmacro to collection-latexbase
or so (in Debian texlive-latex-base).

In TeX Live proper it works ... it is only with the more and more heavy
use of package level deps that on the Debian side we get problems.
