new packages for lenny and sid

Hi all,

I have uploaded new packages for:
sid: texlive-bin, texlive-base
lenny: texlive-bin

THe -bin packages fix the CVEs, in sid adds some more things, the -base
fixes the lost pdftexconfig.tex recreation code.

I would be glad if someone could test these packages, especially on
lenny (but the binaries are amd64).
