User configuration

There seem to be conflicting information on the page

http://people.debian.org/~preining/TeX/TeX-on-Debian/ch2.html#s-sec-core-config-files

First, it says:

The TeX binaries are built to look for texmf.cnf (the master config file for TeX and Metafont) in /usr/share/texmf/web2c/texmf.cnf (or $HOME/.texmf-config/web2c/texmf.cnf if it exists).

But later on:

if a user wants to maintain their own texmf.cnf, they can put it into TEXMFCONFIG/web2c and must manually edit it. However, in order for it to be found, they need to set an environment variable [1]:

     export TEXMFCNF=$HOME/.texmf-config/web2c:

And it seems to be the second version that is true: if I don't set TEXMFCNF, latex doesn't read my settings from ~/.texmf-config.
