tetex as a whole is out of date, and there's not going to be a new
upstream version.  If you want up-to-date software, you should switch to
TeXLive. However, with algorithm.sty this won't help since the new
version was uploaded to CTAN only after TeXLive 2005 has been released.
TeXlive 2007 is going to be released these days and won't make it to
etch, unfortunately.
