I'm working on it.  It turns out that libpaper does not currently
provide information at a high enough resolution for TeX's purposes, so
it might take a little bit.

I would say that pdftex.cfg should be of higher priority: if it's set
at all in pdftex.cfg, that should override papersize.  In the default
pdftex.cfg, you would have commented out entries, with comments
describing the situation.

I'm not sure I understand the question?  pdftex.cfg just wants a height
and width, not a symbolic name.
