Well, perhaps this was not a bug of tetex packages.
pdftex.cfg is a conffile so unless the scripts removed it
it should remain untill tetex-base was purged but there
is no such code in the scripts.
Further there were similar bugs with various conffiles,
from time to time, for recent example, Bug#208311(dvipdfm).
If these are really bugs of tetex packages, there would
be much more users who encounter these and would be reproducible.
But not so in fact.
Further, because these were not unproducible, we can't investigate
these so I can't prove these are not bugs but I suspect these
are accidents, in a sense.
So I close this but if you or anyone else get the same
bug, anyone can reopen this or file a new bug.
