I've discussed the problem with upstream and they convinced me, that
this bug report is bogus. You were cheated by the font encoding of
the wncyr-fonts, which was wrong if you used them with l2a-encoding.
This bug was fixed a while ago and so I propose to close that bug. I
include a mininal example, which should show up correctly if you use
the unmodified iso88595.def.
