The config-files in /var ? What would go into /etc ?

 We can generate and manage texmf.cnf, the central configuration file
 of teTeX systems, automatically using the update-texmf script. Other
 TeX related packages might wish to modify texmf.cnf too, so it is
 preferable, to have a generated texmf.cnf.

Many strings are double in that texts. Is that intended for
emphasising?
