OK.  Unless it's going to break existing users' configurations, in
which case there should be a warning for sarge.

Yes.  Or perhaps copied instead.

No, but I recommend that the existing preinsts are simply removed.  If
a preinst is required, it should be done from scratch.  (And add a
#DEBHELPER# line too!)
