/usr/share/texmf/doc should be not a real directory
but a symlink of /usr/share/doc/texmf like

civic:~$ ls -l /usr/share/texmf/doc
lrwxrwxrwx    1 root     root           20 Feb  5 21:19 /usr/share/texmf/doc -> /usr/share/doc/texmf

It seemed ivritex provided a real directory 
/usr/share/texmf/doc which sould be a bug.
