Its a Debian problem. Did you do an upgrade on a fresh install?
Please execute for diagnosis the following commands:

 update-alternatives --display xdvi.bin
and
 ls -l /usr/bin/xdvi* /usr/X11R6/bin/xdvi* /etc/alternatives/xdvi*
