on Bug#51586: "secure" mode in dvips should be the default

Hi all,

I asked the report Bug#51586 to (possible?) upstreams,
tex-k@mail.tug.org and tetex-pretest@informatik.uni-hannover.de
and got an answer as

From: Akira Kakuto <kakuto@fsci.fuk.kindai.ac.jp>

Well, I am not sure but does this solve our problem really?

It seems a bit different to set "-DSECURE=1" and secure mode
which is controlled with "secure=0 or 1"???

In anyway, I forwarded the result to the list. If this advice
solves the problem it is very easy for us to fix #51586, I guess.
