Bug#77072: copyright of tetex-dev should be LGPL

In the copyright file of tetex-dev, it is stated as

   Copyright for tetex-bin and tetex-lib:

   The teTeX distribution is free software; you can redistribute it
   and/or modify it under the terms of the GNU General Public License as
   published by the Free Software Foundation; either version 2 of the
   License, or (at your option) any later version.

but it does not mention about tetex-dev ;)

As far as I checked, tetex-dev contains only files of kpathsea 
library and the kpathsea library is under LGPL.  It is declared 
clearly in kpathsea.texi as

   We distribute the library under the GNU Library General Public License
   (LGPL). 

So I guess that tetex-dev is under LGPL.  At least I think libkpathsea.*
should be under LGPL.  I am not so sure about header files...
Please check and change the statement of the copyright file of tetex-dev.
