Bug#76305: Babel does not load Finnish hyphenation patterns

When running LaTeX on a Finnish document, the package babel does not
load the correct hyphenation patterns. I have run 'texconfig hyphen
latex' and removed the comment from the line beginning with 'finnish'.
Below is a file that reproduces this problem (including an incorrect
hyphenation) and the logfile which is produced when latex is run on
it.
I should also mention that Finnish hyphenation worked correctly on
Debian stable.
