It saves a rather large amount of disk space on the servers:
tetex-base and the other arch-independent tetex-* packages are derived
from tetex-base; only the binaries are in tetex-bin.

As far as I know (and I haven't checked it out), tetex-base shouldn't
need tetex-bin to build, as there shouldn't be any processing
required, only packaging.  I have a feeling that tetex-bin might need
a very small amount of stuff from tetex-base, but even that I am not
sure about.
