install non-debian packages

Hi there,

I got a big Problem: I want to install Packages that are not on a debian-mirror onto a machine that is not connected to the internet. It is not that easy with downloading the packages and burning them on a CD. Do I have to import the directory structure of a debain mirror onto the CD or do I need a kind of contents-file? Anyone got a clue? TIA, Christophorus
