snapshot.debian.org is mirrored between more than one instance. The
mirror is lagging slightly behind, so it's not completely unexpected
that very recent files do not make it there immediately.
Right now the lag is significantly larger since the master is heavily
loaded during the migration to a new storage system. I suspect the load
will decrease within a couple of days, though.
But even then, updates will not happen to all instances instantly.
