i don't know why the sudo method doesn't please use, but whatever...

/etc/security/limits.conf

  project hard maxlogins 0

and then uncomment pam_limits.so in /etc/pam.d/{login,ssh}, and make
sure it's commented in /etc/pam.d/su.

there are many other ways to do it.
